Imagine standing on Triq it-Torri, Marsascala’s bustling street, looking out towards the sparkling sea. Now, picture a towering mall and hotel blocking that view. That’s the scenario Marsascala residents and activists have been fighting against, and this week, their efforts paid off.

The proposed ODZ (Outside Development Zone) project, spearheaded by local developer Joe Portelli, aimed to build a sprawling mall and hotel complex on the outskirts of Marsascala. The project, valued at around €30 million, promised jobs and economic growth but faced fierce opposition from locals who feared it would spoil the town’s rural charm and increase traffic congestion.

On Tuesday, the Planning Authority (PA) rejected the project, citing environmental concerns and the potential negative impact on Marsascala’s character. The decision was hailed as a victory by local residents and environmental activists who had campaigned tirelessly against the project.

“This is a testament to what can be achieved when a community comes together,” said Mario Mallia, a long-time Marsascala resident and one of the project’s most vocal opponents. “We’ve protected our town’s identity and shown that development doesn’t always mean concrete jungles.”

The rejection of the ODZ project has reignited discussions about sustainable development in Marsascala. Local councilor and environmentalist, Josianne Cutajar, believes this is an opportunity to rethink the town’s future.

“We need development that respects our environment and heritage,” she said. “Let’s use this momentum to push for green spaces, pedestrian zones, and sustainable tourism. Marsascala deserves better than a mall and hotel.”
