A building application has been submitted for a plot of land perched atop the scenic Xemxija Hill, just a stone’s throw from the bay. The proposed development, a four-story apartment block, has sparked concern among residents and environmental groups. The application, filed by local developer Tony Borg, seeks to construct the block on a plot adjacent to Triq il-Kbira, Xemxija’s main street. The plans, leaked to Hot Malta, show a modern, glass-fronted building that would tower over the surrounding countryside, casting a long shadow over the bay.
Environmental Concerns: More Than Meets the Eye
Beyond the aesthetic concerns, environmentalists warn of the potential ecological impact. The proposed site is home to indigenous flora and fauna, including the endangered Maltese wall lizard. the construction could lead to soil erosion and increased runoff into the bay, threatening its delicate ecosystem.
“Xemxija Bay is a unique ecosystem, home to rare species and a vital stopover for migratory birds,” says Dr. Maria Attard, a local biologist. “Any development in the area must be carefully considered, and this one seems to have been rushed through without proper environmental impact assessments.”
Community Backlash: A David and Goliath Story
News of the development plans has galvanized the local community. Residents have formed a pressure group, ‘Xemxija Unspoilt’, to fight the proposed construction. They argue that the development goes against the local council’s own planning policies, which prioritize the conservation of the area’s natural beauty.
“This is our home, our heritage,” says Joe Xuereb, a lifelong Xemxija resident. “We won’t stand by and watch some developer come in and spoil it for profit. We’ve already lost so much of Malta’s charm to overdevelopment. We won’t let that happen here.”

The Planning Authority (PA) finds itself in a delicate position. On one hand, it must balance the need for housing with the protection of Malta’s natural heritage. On the other, it must ensure that its decisions are fair and transparent, avoiding the perception of favoritism.
In a statement to Hot Malta, the PA confirmed it had received the application and was currently assessing it. It encouraged the public to submit their feedback, stating that all comments would be taken into consideration.
