In the heart of Valletta, just off Republic Street, the vibrant rainbow flag still waves proudly. Yet, Malta has slipped from the top spot in the latest ILGA-Europe Rainbow Europe Index. So, what does this mean for our island nation, long hailed as a beacon of LGBTIQ rights in Europe?
From First to Second: The Numbers Game
Malta had held the number one position since 2016, thanks to its progressive legislation and policies. But now, it’s Belgium that leads the pack. Malta scored 89%, just one point behind. This isn’t a failure, but a reminder that progress is a journey, not a destination.
Our score reflects our strong legal framework. Same-sex marriage, adoption rights, and anti-discrimination laws are all in place. Yet, it’s the ‘implementation and enforcement’ category where we’ve seen a dip. This is where we need to focus our energies.

I spoke to Alex, a long-time activist and co-founder of Malta’s first LGBTIQ youth organisation. “We’ve come so far,” he said, “but we can’t rest on our laurels. We need to ensure our laws are enforced, and that everyone feels safe and included.”
Over at the Allied Rainbow Communities office in Msida, they echoed Alex’s sentiments. “We’re proud of our achievements,” said a spokesperson, “but we’re not complacent. There’s always more work to do, especially in education and awareness.”
