PA Blocks Żabbar Elderly Home: What’s Next?

PA’s Four-Storey Reject: Żabbar’s Elderly Care Conundrum

Imagine standing at the corner of Triq il-Kbira in Żabbar, a stone’s throw from the iconic St. Peter and St. Paul’s Church, and seeing a four-storey home for the elderly rise from the ground. That was the vision of local developers, but it’s not to be. The Planning Authority (PA) has refused the permit, sparking a debate that echoes beyond Żabbar’s historic streets.

From Vision to Rejection

The proposed development, a 16-unit home for Żabbar’s elderly, was set to transform a plot of land currently occupied by a dilapidated building. The project aimed to provide much-needed elderly care facilities in the locality. However, the PA’s refusal, citing incompatibility with the area’s development zone, has put the brakes on this vision.

“We’re disappointed, but not deterred,” says Joseph Vella, the project’s architect. “We believe our proposal addressed Żabbar’s needs and adhered to planning guidelines. We’ll be appealing the decision.”

Żabbar’s Elderly Care Dilemma

Żabbar, like many Maltese towns, faces a demographic shift. Its elderly population is growing, and facilities are struggling to keep pace. The proposed home was seen as a potential solution, but now, Żabbar’s elderly care conundrum remains unsolved.

Mayor Victor Caruana echoes this concern. “We need more elderly care facilities, not less. We’ll be supporting the developers in their appeal. Żabbar’s elderly deserve better,” he says.

Meanwhile, environmental groups, who opposed the project citing traffic concerns and loss of greenery, welcome the PA’s decision. “This is a victory for Żabbar’s residents and the environment,” says a spokesperson for Moviment Graffitti.

What’s Next?

The developers have 15 days to appeal the PA’s decision. If they succeed, Żabbar could see a new chapter in its elderly care story. If not, the town will continue to grapple with the challenge of providing adequate care for its aging population.

As Żabbar’s residents look to the future, one thing is clear: the debate around elderly care in Malta’s towns is far from over.
