PA Rejects Four-Storey Elderly Home in Żabbar

PA’s Four-Storey Reject: Żabbar’s Elderly Care Conundrum

Imagine standing at the corner of Triq San Ġużepp, Żabbar, looking up at the empty lot where a four-storey home for the elderly was meant to rise. The plot of land, now a makeshift car park, tells a tale of planning, protest, and the complexities of development in Malta’s urban heartland. The Planning Authority (PA) recently refused the proposed development, sparking a debate that echoes beyond Żabbar’s narrow streets.

From Proposal to Rejection

The proposed development, a four-storey residential home for the elderly, was submitted by a local developer. The plans aimed to transform the vacant lot into a facility catering to Żabbar’s growing elderly population. However, the PA refused the permit, citing various reasons, including non-compliance with height restrictions and lack of adequate parking spaces.

Żabbar Local Council had initially supported the project, seeing it as a solution to the village’s lack of elderly care facilities. Council members argued that the home would provide much-needed services for Żabbar’s elderly residents, many of whom currently rely on distant care homes or live with family members who struggle to care for them.

Neighbors’ Concerns and PA’s Decision

Neighbors, however, had other concerns. Fears of increased traffic, loss of parking spaces, and the building’s height dominated discussions. Some residents argued that the proposed home would overshadow their properties and disrupt the village’s traditional streetscape.

The PA, in its refusal letter, echoed these concerns. It highlighted that the proposed building exceeded the permitted height for the zone, would result in a net loss of parking spaces, and would have a significant visual impact on the surrounding area. the PA noted that the project did not include any open space or recreational facilities, which it deemed essential for an elderly care home.

: The Future of Żabbar’s Elderly Care

With the PA’s decision, the future of Żabbar’s elderly care plans hangs in the balance. The developer has the option to appeal the decision, but for now, the empty lot at Triq San Ġużepp remains untouched.

Żabbar’s Mayor, Dorian Camilleri, remains optimistic. “We’re not giving up on the idea of an elderly care home in Żabbar,” he says. “We’re exploring other options, other sites. Our elderly deserve the best care, and we’re committed to providing that.”

Meanwhile, residents continue to grapple with the issue. Some support the idea of an elderly care home, while others remain concerned about the potential impacts on their community. One thing is clear: Żabbar’s debate about elderly care is far from over.
