PA Rejects Four-Storey Home for Elderly in Żabbar

PA’s Red Card: Four-Storey Home for Elderly Rejected in Żabbar ODZ

Picture this: the quiet, winding streets of Żabbar, a town known for its rich history and close-knit community. Now, imagine a four-storey building looming over the traditional townhouses, a stark contrast to the low-rise, human-scale architecture that defines this South-Eastern Malta town. This was the scenario that Żabbar’s Planning Authority (PA) recently rejected, much to the relief of Żabbar’s residents and local council.

From Proposal to Rejection: The PA’s Decision

The proposal, submitted by a local developer, aimed to construct a four-storey building on an ODZ (Outside Development Zone) plot in Żabbar. The building was intended to house elderly residents, with facilities like a community centre and a small clinic. However, the PA refused the permit, citing several reasons. The PA’s decision, released last week, stated that the proposed development was not in line with the Local Plan and the Development Brief for the area.

The PA also noted that the building’s height and scale were not compatible with the surrounding built environment. Żabbar’s traditional architecture, characterized by its low-rise buildings and narrow streets, would have been significantly impacted by the proposed structure. the PA expressed concern about the potential traffic congestion and parking issues that the development could have caused in the already busy area.

Żabbar Residents and Council: A Collective Breath of Relief

News of the PA’s decision was met with a collective sigh of relief from Żabbar’s residents and local council. The Żabbar Local Council had previously expressed its opposition to the project, citing similar concerns to those raised by the PA. The council had also received numerous complaints from residents worried about the potential impact on their community.

“This is a victory for Żabbar’s residents and our traditional way of life,” said a relieved Żabbar resident who wished to remain anonymous. “We’re not against development, but it has to be done in a way that respects our town’s character and doesn’t overwhelm our community.”

: What’s Next for Żabbar’s ODZ Lands?

With the four-storey home for the elderly off the table, attention now turns to what the future holds for Żabbar’s ODZ lands. The Żabbar Local Council has been vocal in its support for sustainable, community-focused development. It’s hoped that any future proposals will take into account the town’s unique character and the needs of its residents.

“We’re not against progress, but we want to ensure that any development in Żabbar is done in a way that respects our town’s heritage and enhances our quality of life,” said a council spokesperson. “We’re looking forward to working with the PA and any potential developers to achieve this.”
