In the heart of Żabbar, a small town known for its traditional Maltese architecture and vibrant community, a proposed four-storey home for the elderly has hit a snag. The Planning Authority (PA) has refused the project, leaving local councils and residents in a state of surprise and concern.
Understanding the Proposal
The project, slated for a plot on Triq il-Kbira, Żabbar, aimed to provide much-needed elderly care facilities in the area. The proposed home was designed to accommodate 60 residents, offering them a comfortable and safe environment to live out their golden years. The plans also included communal spaces, a medical room, and landscaped gardens, all intended to enhance the quality of life for Żabbar’s elderly population.
PA’s Rejection: Why the U-turn?
The PA’s refusal, based on a report by the Superintendence for Cultural Heritage, cited concerns over the building’s height and scale. The report argued that the proposed structure would overshadow nearby historical buildings and disrupt the area’s traditional streetscape. However, this decision has left many questioning why the project was approved in principle in the first place, only to be rejected later.
Żabbar Local Council, which had supported the project, expressed its disappointment. Councilor Joe Saliba commented, “We’re baffled by this decision. This home would have provided a vital service to our community, and we had understood that the project was in line with our planning policies.”
What’s Next for Żabbar’s Elderly Care?
With the PA’s refusal, the future of the proposed elderly home remains uncertain. The developers have the option to appeal the decision, but this would involve a lengthy process that could delay the project significantly. Meanwhile, Żabbar’s elderly residents and their families continue to grapple with the lack of adequate care facilities in the area.
Żabbar’s Mayor, Doris Abela, emphasized the importance of the project, stating, “We need to find a solution. Our elderly deserve dignity and comfort in their later years, and we must ensure that Żabbar provides this for them.”
