Yet, as Xuereb points out, “Not all promises translate into reality.”

Take, for instance, the much-touted ‘Malta 2025’ plan. Launched with much fanfare in 2014, it promised to transform Malta into a high-income country. Yet, six years on, while progress has been made, the goal remains elusive. Xuereb argues, “We’ve seen plans like this before. Some materialize, others fade away. The key is to distinguish between the two.”

So, how can local businesses navigate this scene of promises and pitfalls? Xuereb offers some practical advice. “First, do your homework. Research the track record of those making the promises. Look at their past projects, their financials, their reputation,” she says.

Second, she advises, “Don’t be swayed by grand visions alone. Look at the details – the timelines, the resources, the potential challenges. A realistic plan is always better than an overambitious one.”

Third, Xuereb stresses the importance of diversification. “Don’t put all your eggs in one basket. Spread your investments across different sectors and projects. That way, if one promise doesn’t pan out, you’re not left high and dry.”

Despite her cautionary tone, Xuereb remains optimistic about Malta’s business future. “We have a lot going for us – a strategic location, a skilled workforce, a stable political environment. But we must be discerning. We must separate the realistic from the reckless, the sustainable from the speculative,” she says.
