Now, picture that same scene, but with towering high-rises blocking your view of the historic St. Paul’s Cathedral. For many Malta residents, this is a frightening possibility. But the Nationalist Party (PN) has pledged to protect our green zones, or ODZ, from such a fate.
On a sunny afternoon at the Mediterranean Conference Centre in Valletta, PN leader Bernard Grech unveiled his party’s manifesto, titled ‘A New Dawn for Malta’. Among its many promises, one stood out: a thorough review of local plans to safeguard ODZ. But what does this mean for Malta’s green spaces, and how will PN achieve this?
Understanding ODZ and the Threat
ODZ, or Outside Development Zone, is a term as Maltese as fenkata and pastizzi. It’s the green belt that surrounds our villages and towns, protecting them from urban sprawl. PN’s Plan for ODZ
So, how does PN plan to protect ODZ? Their manifesto outlines a three-pronged approach:

Strengthen Enforcement: PN acknowledges that current enforcement of ODZ regulations is lacking. They pledge to beef up enforcement, with stricter penalties for violations. No more turning a blind eye to illegal developments, they say.

Encourage Sustainable Development: Rather than paving over ODZ, PN wants to encourage sustainable development within existing urban areas. This includes incentives for developers to build upwards, not outwards, and promoting mixed-use developments that combine residential, commercial, and public spaces.
But PN’s plans don’t stop at ODZ. They also promise to invest in public transport, promote walking and cycling, and create more green spaces within our towns and cities. Their vision is of a Malta that’s not just developed, but also sustainable and liveable.
Reactions and Next Steps
Environmental groups have welcomed PN’s pledge, but they’re not holding their breath. “We’ve heard promises before,” says one activist. “What we need now is action.”
PN, meanwhile, is confident. “We understand the importance of ODZ to Maltese people,” says Grech. “We’re committed to protecting our green zones, for us, and for future generations.”
