A reality that’s all too common in Malta – domestic violence. Now, local NGO Momentum is stepping up, proposing three concrete measures to help victims navigate this challenging journey.

Understanding the scene

Malta’s domestic violence scene is complex. According to the National Statistics Office, in 2020, 24% of women and 11% of men experienced some form of intimate partner violence since the age of 16. Yet, many cases go unreported due to fear, stigma, or lack of support. Momentum, with its years of experience in supporting victims, is calling for change.

Momentum’s Three-Point Plan

1. Dedicated Victim Support Unit

Momentum’s first proposal is the establishment of a dedicated victim support unit within the police force. This unit would be trained to handle domestic violence cases with sensitivity and expertise. Inspired by successful models in other countries, it would provide a safe space for victims to report crimes and access support services.

2. Enhanced Protection Orders

Momentum is also advocating for enhanced protection orders. Currently, these orders can be breached with little consequence. Momentum proposes stronger penalties and better enforcement to deter abusers and protect victims. This could mean mandatory GPS tracking for offenders, or increased fines and jail time for repeat offenses.

3. Integrated Support Services

This could be a safe house, a community center, or even a dedicated floor in the existing Women’s Rights Foundation offices in Msida.
