Picture this: the heart of Buġibba, a bustling square that’s been a construction site for what feels like an eternity. Locals and tourists alike have been navigating a maze of barriers, dust, and half-finished structures for years now. The question on everyone’s mind? When will this long-running saga finally reach its conclusion?
Buġibba’s square has been a work in progress since 2015, aiming to transform the once-thriving tourist hub into a modern, pedestrian-friendly space. But the project has faced numerous delays, leaving residents and business owners frustrated and visitors confused. Now, the Alternattiva Demokratika (ADPD) is calling for stronger local councils to prevent such situations from happening again.
Delays and Discontent
In 2015, the Buġibba Local Council, with the support of the St. Paul’s Bay Local Council, embarked on an ambitious project to revamp the town square. The plan was to create a vibrant, welcoming space that would attract tourists and boost the local economy. But six years later, the square remains a construction site, with no end in sight.
ADPD’s spokesperson for local councils, Michael Briguglio, commented, “The Buġibba square project has become a symbol of everything that’s wrong with our local councils. It’s a prime example of poor planning, lack of communication, and inadequate oversight.” Briguglio pointed out that the project’s initial estimated completion date was 2017, with a budget of €1.5 million. Today, the budget has doubled, and the end is still not in sight.
ADPD’s Proposals for Stronger Councils
ADPD is calling for several reforms to strengthen local councils and prevent similar situations from happening again. These include:
- Increasing the frequency of local council elections to every two years, to ensure better accountability and responsiveness to community needs.
- Introducing a system of recall elections, allowing voters to remove underperforming councillors before their term ends.
- Mandating regular public meetings and consultations to improve transparency and community engagement.
- Establishing independent auditing bodies to oversee council spending and ensure value for money.
“We need local councils that are responsive, transparent, and accountable to the people they serve,” Briguglio said. “The Buġibba square saga is a wake-up call. We can’t afford to have more projects like this, where poor planning and lack of oversight lead to delays, waste, and discontent.”
: A New Vision for Buġibba
Despite the setbacks, the Buġibba Local Council remains optimistic about the project’s future. Council President, Mario Fava, told Hot Malta, “We understand the frustration of our residents and visitors. We’re doing our best to ensure that the project is completed as soon as possible, while maintaining the quality and vision we initially set out.”
Fava revealed that the council is working on a revised plan, aiming to complete the project by the end of 2023. The new plan includes a redesigned square with more green spaces, improved seating areas, and better lighting. The council also plans to engage with local businesses and residents to ensure the final design meets their needs and expectations.
Meanwhile, ADPD is urging the government to take action on its proposals for stronger local councils. Briguglio said, “We can’t wait for another Buġibba square to appear. We need to act now to ensure that our local councils are truly serving the best interests of their communities.”
