Transparency in government spending has been a longstanding issue in Malta. A 2021 survey by the International Budget Partnership found that while Malta has made progress in budget transparency, there’s still room for improvement.

Grech, in a subsequent press conference, seized on this point. “The Prime Minister can laugh all he wants,” he said, “but the real joke is on the Maltese people if we can’t trust the numbers coming out of this government.”
