Malta’s ‘Build Now, Sanction Later’ Culture Under Scrutiny

Malta’s Planning Scrutiny: Time for a Change of Tide?

Imagine this: a sprawling construction site at the heart of Paceville, the island’s bustling entertainment district. Cranes tower over the neon-lit streets, as workers toil away, oblivious to the uproar they’ve sparked. This isn’t a scene from some distant future; it’s happening right now, in our backyard. But here’s the kicker – the project was approved without a full environmental impact assessment (EIA). Welcome to Malta’s ‘build now, sanction later’ culture.

Uncharted Waters: The Current State of Play

Malta’s rapid development has led to a surge in construction projects, many of which are greenlit without thorough environmental assessments. This has raised eyebrows among environmentalists and concerned citizens alike. The ‘build now, sanction later’ approach, they argue, is a recipe for disaster, leading to environmental degradation and social unrest.

Take the Paceville project, for instance. The developer, who shall remain unnamed, was granted a permit to start work, despite the project’s potential impact on the area’s already strained infrastructure and environment. Only after public outcry and legal challenges did the authorities order a halt to construction, pending an EIA.

Ripples of Dissent: The Growing Backlash

Momentum, a local environmental NGO, is at the forefront of this backlash. They’ve been vocal about the need for stricter planning regulations and more rigorous environmental assessments. Their campaign, ‘No to Build Now, Sanction Later’, has gained traction, with support pouring in from concerned Maltese and residents of nearby Gozo.

“We’re not against development,” says Dr. Andrew Borg, Momentum’s coordinator. “But we’re against development at any cost. We need to ensure that our environment and our quality of life aren’t sacrificed in the name of progress.”

Charting a New Course: What’s Next?

The Planning Authority (PA) has been under fire for its lenient approach to planning permissions. But change may be on the horizon. The PA has announced plans to strengthen its environmental assessment process, with a focus on early engagement and public consultation.

the government has pledged to review the Planning Act, with a view to introducing stricter regulations and tougher penalties for non-compliance. Whether these promises translate into concrete action remains to be seen, but one thing’s for sure – the pressure is on.

As Malta continues to grow and develop, it’s crucial that we get the balance right between progress and preservation. We can’t afford to sacrifice our environment and our quality of life on the altar of development. It’s high time we turn the tide on the ‘build now, sanction later’ culture and steer our island towards a more sustainable future.

As Dr. Borg puts it, “We’re not asking for the impossible. We’re asking for the responsible. Let’s make Malta a place where development and sustainability go hand in hand.”
