Balzan’s skyline is set to change as the Planning Authority (PA) has approved a controversial redevelopment project for the former Dolphin Centre. The decision, announced this week, has sparked both praise and criticism from locals, raising questions about the future of this prime real estate in the heart of Malta’s central region.

From Dolphin Centre to Luxury Apartments: The Plan

The approved project, submitted by Tumas Group, involves transforming the derelict Dolphin Centre into a complex of luxury apartments, a hotel, and retail spaces. The new development, designed by architect Richard England, will span over 17,000 square meters and include two 12-story towers connected by a podium.

Proponents of the project argue that it will breathe new life into the area, attracting visitors and boosting the local economy. However, critics have raised concerns about the scale of the development, its impact on traffic, and the loss of green spaces.

Balzan Residents: Divided Opinions

Balzan residents have been divided over the project. While some welcome the regeneration of the long-abandoned site, others fear the potential strain on local infrastructure and the loss of the Dolphin Centre’s historic charm.

“I’ve lived here all my life, and I remember when the Dolphin Centre was a bustling place,” says Maria, a Balzan resident. “I’m happy to see something happening with the site, but I worry about the traffic and the loss of green spaces. We need to find a balance.”

PA’s Decision: A Close Call

The PA’s decision was not unanimous. While the majority of the board approved the project, some members expressed reservations about the height of the towers and the loss of green areas. The project was approved with conditions, including the retention of more trees than initially proposed and the implementation of a traffic management plan.

Reacting to the decision, Tumas Group stated, “We are pleased with the PA’s decision and look forward to transforming this derelict site into a vibrant, sustainable development that will benefit Balzan and its residents.”

Despite the PA’s approval, the project is not a done deal yet. The public has the right to appeal the decision within 15 days. If no appeals are lodged, the project can proceed to the next phase, which includes detailed design and public consultation.

Balzan Local Council has already expressed its intention to appeal the decision. Councilor for Planning, Mario Fava, stated, “We believe the project is too large and will have a significant impact on our community. We will be appealing the PA’s decision.”

As the debate continues, one thing is clear: the future of the former Dolphin Centre is a hot topic in Balzan, and its residents will be watching closely as the project moves forward.
