Xuereb’s plans were ambitious. He envisioned a modern, four-storey care home on ODZ (Outside Development Zone) land in Żabbar, equipped to house and care for up to 60 elderly residents. The proposed building, designed by architect Stephen Xuereb, would have included communal spaces, a medical room, and even a small chapel. But the PA had other plans.
PA’s Rejection: Grounds and Implications
The PA’s refusal letter cited several reasons for the rejection. Chief among them was the site’s ODZ status, which is meant to protect rural areas from urban development. The PA also raised concerns about the building’s height, its impact on the rural scene, and the lack of a proper traffic impact assessment. Xuereb, however, argues that the site was previously used for agricultural purposes and that the building’s design was sympathetic to its surroundings.
Żabbar’s mayor, Dorian Camilleri, expressed disappointment at the PA’s decision. “We urgently need more care facilities for our elderly,” he said. “This project would have provided much-needed relief, but it seems we’re back to square one.”
