Plans for Elderly Care Centre in Żabbar Hit a Snag
In the heart of Żabbar, where the scent of jasmine fills the air and the sound of laughter from children playing in the street echoes, plans for a four-storey home for the elderly have hit a roadblock. The Planning Authority (PA) has refused the proposed development, leaving the local council and the community in a state of limbo.
The Proposed Development: A Blend of Care and Comfort
The proposed development, situated on Triq San Ġorġ Preca, aimed to provide a comfortable and caring environment for Żabbar’s elderly residents. The plans, submitted by the Żabbar Local Council, envisioned a four-storey building equipped with modern facilities, including a communal kitchen, a dining area, and a large garden for residents to enjoy.
The development was part of the council’s broader strategy to cater to the needs of Żabbar’s aging population. With a significant portion of the town’s residents over the age of 65, the council saw the need for a facility that would provide a sense of community and security for the elderly.
PA’s Refusal: A Setback, Not a Dead End
The PA’s refusal, based on concerns about the building’s height and its impact on the surrounding area, has been met with disappointment by the Żabbar Local Council. However, the council has vowed to continue pushing for the development, stating that it is crucial for the well-being of Żabbar’s elderly residents.
In a statement, the Żabbar Local Council said, “We are disappointed with the PA’s decision, but we are not deterred. We will continue to work towards providing a safe and comfortable home for our elderly residents. We believe that this development is not just a building, but a testament to our commitment to our community.”
The council has also received support from the local community, with many residents expressing their hope that the project will eventually come to fruition. “We need this,” said Maria, a Żabbar resident in her 70s. “It’s not just about having a place to live, it’s about having a community, a sense of belonging.”

The Żabbar Local Council is now exploring its options, including the possibility of appealing the PA’s decision or submitting a revised plan that addresses the PA’s concerns.
