Urban Parks: Where Are Labour’s 2022 Promises?
Stroll down Republic Street, Malta’s bustling capital, and you’ll find yourself in the heart of a UNESCO World Heritage site. But look closer, and you’ll see signs of a promised transformation that’s yet to fully materialize. In 2022, the Labour Party, led by Prime Minister Robert Abela, pledged to create ‘pocket parks’ and green spaces across urban Malta. So, what happened to these promises?
Promises in the Wind
In the run-up to the 2022 general election, Labour’s manifesto was filled with green promises. They vowed to create ‘pocket parks’ in every local council, aiming to transform Malta’s urban scene into a greener, more breathable space. The party also promised to plant 100,000 trees by 2027. But two years on, the progress seems slow, and the promises remain largely unfulfilled.
Take the case of Żabbar, for instance. The local council, led by Labour, promised to turn a disused site into a public park. Yet, as of now, the site remains untouched, a stark reminder of the promises still pending. Similar stories echo across Malta, from Birkirkara to Żejtun, where plans for urban green spaces have yet to see the light of day.
Where’s the Progress?
Labour’s spokesperson for the environment, Jason Azzopardi, maintains that the party is committed to its promises. He attributes the delay to bureaucratic hurdles and the need for careful planning. “We’re not just planting trees for the sake of it,” he says. “We’re ensuring that these green spaces are sustainable and serve the community’s needs.”
However, critics argue that the lack of visible progress is a sign of poor planning and execution. They point to the fact that only around 10,000 trees have been planted since 2022, far short of the target. many of the promised pocket parks remain mere plans on paper, with no concrete timelines for implementation.

Malta’s urbanization is a pressing issue, with the country’s population density among the highest in Europe. The need for green spaces is more urgent than ever. As we approach 2024, the year Labour set for the completion of their green promises, the question remains: will we see the urban parks we were promised, or will they remain a mirage in Malta’s concrete jungle?
