The offenses range from working outside permitted hours to failing to comply with noise levels and dust control measures.

But why the repeated violations? And why has it taken so long to rein in the culprit? These are questions that have been echoing through the streets of Naxxar, as residents struggle with the daily disruption.

Who’s Behind the Wheels of Progress?
