In a twist of fate, the Court of Appeal has sent the contentious Villa St Ignatius hotel proposal back to the Planning Authority’s Environment and Resources Planning (ERP) Board. The decision, handed down last week, has reignited the debate surrounding the development of this historic Valletta site.
From Planning Tribunal to Court of Appeal
The saga began in 2019 when the Planning Authority approved the proposal by Midtown Developments to convert the 17th-century Villa St Ignatius into a five-star hotel. However, the proposal was met with strong opposition from heritage enthusiasts and residents, leading to an appeal to the Planning Tribunal. The Tribunal upheld the Planning Authority’s decision, but the case was further appealed to the Court of Appeal.
Court of Appeal’s Intervention
The Court of Appeal has now ruled that the Planning Tribunal erred in its decision, stating that it did not adequately consider the impact of the development on the surrounding urban scene and the historical significance of the site. The case has been sent back to the ERP Board for reconsideration.
This decision has been welcomed by heritage advocates who argue that the Villa St Ignatius, located in the heart of the UNESCO World Heritage site, deserves more protection. “This is a victory for common sense and for those who believe that our historical sites should be preserved, not commercialized,” said Dr. Anthony Agius Decelis, a heritage expert.
However, Midtown Developments has expressed its disappointment with the decision. “We are confident that our proposal respects the historical significance of the site while also bringing much-needed investment and jobs to the area,” said a spokesperson for the company.
