Malta’s Political Financing: A Veiled Affair

Malta’s political parties are funded through a mix of membership fees, donations, and state subsidies. However, the lack of comprehensive regulations and public disclosure has led to a system shrouded in secrecy. We’re talking about millions of euros changing hands each year, yet the public is left in the dark about who’s footing the bill.

Take the 2017 general election, for instance. According to the Office of the Ombudsman, political parties declared a total of €6.3 million in expenses. But how much of that was funded by private donations, and from whom? That’s information the public has a right to know, argues the Daphne Foundation.

Daphne Foundation: Shining a Light on Dark Money

The Daphne Foundation was established in memory of Daphne Caruana Galizia, Malta’s renowned investigative journalist who was assassinated in 2017 for her exposés into corruption. The foundation is now advocating for transparency in political financing, with a focus on ensuring that all donations over €2,000 are made public.

“We believe that the public has a right to know who is funding our political parties,” says Manuel Delia, a spokesperson for the Daphne Foundation. “Transparency in political financing is not just about accountability, it’s about democracy.”

Proposed Reforms: Unveiling the Financiers

The Daphne Foundation has proposed a series of reforms to bring Malta’s political financing into the light. These include:

    • Mandatory disclosure of all donations over €2,000 within 30 days of receipt.
    • Prohibition of anonymous donations.
    • Restrictions on donations from companies with government contracts.
    • Stricter enforcement and heavier penalties for non-compliance.

These reforms, if implemented, would provide a much-needed level of transparency, allowing the public to see who’s bankrolling our political parties and, by extension, our government.

But change won’t come easy. Political parties have been resistant to increased transparency, citing concerns about harassment and intimidation of donors. However, the Daphne Foundation argues that these fears are overblown and that the benefits of transparency far outweigh the risks.

“We’re not asking for the moon,” says Delia. “We’re asking for a simple, common-sense reform that will ensure our democracy is fair, open, and accountable.”
