Proposal 1: Emergency Funds for Immediate Safety

Momentum’s first proposal advocates for the establishment of an emergency fund to provide immediate financial assistance to victims. This fund, managed by Dar Merħba Bik, would help victims cover urgent expenses such as temporary accommodation, legal aid, or medical costs. In Maria’s case, this could mean the difference between staying in a dangerous situation and fleeing to safety.

“We’ve seen too many cases where victims can’t leave because they simply can’t afford to,” says Dr. Simone Borg, Momentum’s director. “This fund would give them that crucial lifeline to escape and start rebuilding their lives.”

Proposal 2: Safe Spaces in Public Places

Momentum’s second proposal suggests creating safe spaces in public places, such as libraries, community centres, and even bus stations. These spaces, clearly marked and staffed by trained professionals, would offer victims a quiet, secure place to make emergency calls, seek advice, or simply catch their breath.

“We want to make help as accessible as possible,” explains Borg. “If Maria can’t make it to our centre, we want her to know she can find support just around the corner.” A safe space in the Msida Public Library, for instance, could be a literal lifesaver for Maria.

Proposal 3: Coordinated Response Teams

Momentum’s final proposal calls for the formation of coordinated response teams, consisting of police, social workers, and NGO representatives. These teams would respond to domestic violence calls, ensuring victims receive immediate, comprehensive support.

“Right now, victims might get help from one agency, but then they’re left to navigate the system alone,” says Borg. “Coordinated response teams would ensure no victim falls through the cracks.”

Momentum’s proposals, if implemented, could significantly bolster Malta’s response to domestic violence. They offer practical, immediate solutions that could make a real difference to victims like Maria.
