From Grandeur to Decay

Palazzo Parisio, located on Triq San Pawl in the heart of Naxxar, was built in the 18th century as a summer residence for the Marquis Scicluna. It was later converted into a hotel, attracting tourists with its grand architecture and lush gardens. However, years of neglect and a series of ownership changes have left the palace in ruins.

An architectural report commissioned by Din l-Art Ħelwa, Malta’s leading heritage NGO, has sounded the alarm. The report, conducted by architect Dr. Victor Axiak, warns that Palazzo Parisio is in a ‘very precarious’ state. The building’s structure is severely compromised, with the risk of collapse increasing with each passing day.

Dr. Axiak’s report is not the first warning. In 2018, the Superintendence of Cultural Heritage issued a temporary closure order due to safety concerns. Yet, little has changed since then. The building remains unguarded, open to the elements and vandalism, its future uncertain.

Who’s Responsible?

The ownership of Palazzo Parisio has been a contentious issue. The building was expropriated by the government in the 1970s, then returned to its private owners in the 1990s. Since then, it has changed hands multiple times, with each new owner promising restoration and failing to deliver.

Local residents and heritage advocates have long called for the government to intervene. They argue that the state has a responsibility to protect Malta’s cultural heritage, especially when private owners fail to do so. But with limited resources and numerous other heritage sites in need of urgent attention, the government’s response has been slow.

Despite the grim prognosis, all is not lost. Dr. Axiak’s report also outlines a plan for the palace’s restoration. With immediate action and significant investment, Palazzo Parisio could be saved and reopened to the public.
