Malta’s Political Financing: Time for Transparency

The Daphne Foundation, named after the late journalist Daphne Caruana Galizia who was assassinated for her investigative work, is pushing for significant reforms in Malta’s political financing scene. Their proposal, ‘A Roadmap for Political Finance Reform in Malta’, aims to shed light on the shadows that currently envelop the island’s political funding.

Malta’s political financing scene is currently shrouded in secrecy. Political parties are not legally required to disclose their donors or the amounts they receive. This lack of transparency has raised eyebrows, both locally and internationally, with the Council of Europe’s Venice Commission urging Malta to introduce stricter regulations.

In 2020, Malta ranked 32nd out of 49 countries in the European Union (EU) when it comes to political financing transparency, according to a study by the European Parliament’s Research Service. The foundation’s proposal seeks to change this, arguing that transparency is key to rebuilding trust in Malta’s political institutions.

The foundation’s roadmap proposes several reforms to increase transparency in political financing. Here are some key points:

• Mandatory Disclosure: Political parties should be legally required to disclose their donors and the amounts received, with penalties for non-compliance.
• Cap on Donations: Introduce a cap on political donations to prevent undue influence from wealthy individuals or corporations.
• Public Funding: Increase public funding for political parties to reduce their dependence on private donations.
• Real-Time Reporting: Implement a system for real-time reporting of political donations to ensure timely and accurate information.

The foundation also proposes the establishment of an independent authority to oversee political financing, similar to the UK’s Electoral Commission. This body would be responsible for enforcing the rules, publishing reports, and educating the public on political financing.

The Daphne Foundation’s proposals are a significant step towards increasing transparency in Malta’s political financing. However, turning these proposals into reality will require political will and public support. The foundation is now calling on the government to engage in a public consultation process to discuss these reforms.
